Program Overview

Officially launched by the Ministry of Commerce, Industry, and Investment Promotion on August 31, 2025, the Golden Residency Program is a cornerstone national strategic initiative. It is meticulously aligned with Oman Vision 2040 to construct a diversified, competitive, and sustainable economy.

Designed to position the Sultanate of Oman as a premium destination for global investments and foreign talent, the program grants long-term, renewable 10-year residencies through 6 comprehensive investment options. Investors must commit to a minimum total investment threshold of OMR 200,000 (which can be uniquely satisfied across one or combined pathways).

The right to reside with first-degree family members completely free from restrictions on the total number of individuals or age limits.

The operational ability to hire and manage up to three domestic/household workers without requiring a sponsor to issue their work permits..

Option 01
Real Estate within Integrated Tourism Complexes (ITCs)
Regulations & Conditions
  • Own one or more completed residential, commercial, or tourism units within an approved ITC framework.
  • Title deeds must explicitly register under the primary applicant's name.
  • If corporate-owned, an audited balance sheet from the firm is required.
  • Joint first-degree relative ownership requires applicant share value ≥ OMR 200,000.
  • Mortgaged property values subtract outstanding balances from total investment computation.
Required Documents
  • Official Property Title Deed & Sales Contract from Ministry of Housing.
  • Certified asset appraisal evaluation (if property was purchased over 1 year ago).
  • Valid Health Insurance and signed coverage affidavit for the residency lifespan.
  • Clear Criminal Record Certificate, Passport Copy, and valid/current entry Visa.
Option 02
Corporate Entity & Company Establishment
Regulations & Conditions
  • The corporate enterprise must be functionally established for at least 1 full financial year.
  • The primary investor’s financial share in corporate assets must meet or exceed OMR 200,000.
  • All global commercial, technical, and service business sectors are fully eligible.
  • Combinations with other program financial assets are explicitly authorized.
Required Documents
  • Audited corporate financial statements certified explicitly by an approved local accounting firm.
  • Valid Health Insurance Policy alongside full continuous coverage affidavit.
  • Recent passport-size photo, original valid passport, and active residence/visa credentials.
  • Certified formal background checks / clean criminal certificate.
Option 03
Government Development Bonds
Regulations & Conditions
  • Applicant must hold direct title to valid Government Development Bonds.
  • Total market evaluation of bonds cannot fall under OMR 200,000.
  • Remaining lifespan/maturity index of the assets must extend at least 2 full years.
  • Bonds must sit registered securely under the exact legal name of the investor.
Required Documents
  • Stamping and official issuance letter via a registered commercial bank localized in Oman.
  • Legal affidavit affirming intent to repurchase/hold bonds for remaining milestone years.
  • Standard health, passport, visa validation documents, and clean background record.
Option 04
Shares & Financial Securities Market
Regulations & Conditions
  • Maintain ownership of valid public or company shares scaling ≥ OMR 200,000 market value.
  • Shares require registration mapping directly to the primary residency candidate.
  • Combining discrete security accounts with other program formats is permitted.
Required Documents
  • Official investment portfolio extract authenticated via Muscat Clearing and Depository Company (MCD).
  • Binding legal affidavit promising continuous retention of share assets through residency duration.
  • Standard identity portfolio: photo, background verification check, health insurance policy and affidavit.
Option 05
Fixed Long-Term Bank Deposits
Regulations & Conditions
  • Hold a dedicated, liquid fixed term deposit scaling over a base value of OMR 200,000.
  • Deposits require an introductory baseline maturity setup of no less than five (5) years.
  • Mandatory cycles require rolling renewals every five years throughout the lifetime of the card.
Required Documents
  • Certified official deposit instrument/certificate from an accredited local commercial bank.
  • Signed fixed-bank renewal affidavit pledging security cycles.
  • Clean judicial record certificate, health scheme coverage documentation, and valid passport copies.
Option 06
Companies Employing 50+ Omani Citizens
Regulations & Conditions
  • Applicant must hold verified legal ownership or a designated partnership status in an Omani enterprise.
  • The entity must directly provide formal, recorded employment to at least 50 Omani citizens.
  • Written consent and administrative authorization from all board/company partners is strictly mandatory.
Required Documents
  • Official certified workforce list issued via the Social Protection Fund or Ministry of Labour.
  • No-objection letter (NOC) signed by all company partners endorsing the candidate's residency assignment.
  • Standard background checks, health continuity paperwork, passport and current visa paperwork.

Corporate Partner Nomination Rule: Foreign corporations structured within Oman can nominate structural corporate partners or executives for Golden Residency status, provided company capital values scale proportionally to the minimum OMR 200,000 threshold. Multiple nominations are supported for multiples of the base value.

This initiative is one of the national strategic programs aimed at strengthening Oman's position as a safe and attractive destination for foreign investments, and at attracting global talent and expertise — in support of Oman Vision 2040, which aspires to build a diversified, competitive, and sustainable economy.

The Seven Investment Pathways

Investors may qualify through a single instrument or by combining multiple pathways, provided the OMR 200,000 aggregate threshold is met. Each pathway has specific documentation requirements — Muscat Auditing and Accounting Services is positioned to assist with the financial certification requirements across all categories.

Real Estate in Integrated Tourism Complexes

Own one or more completed residential, commercial, or tourism units in an ITC. Title deed must be in the applicant's name with a minimum equity share of OMR 200,000. Outstanding mortgages are deducted from assessed value.

Company Establishment — Vision 2040 Sectors

Establish or own a company with total assets not less than OMR 200,000, operating in a Vision 2040 priority sector (Tourism, Logistics, Manufacturing, Renewable Energy, Digital Economy, Mining, Fisheries, or Financial Services). Company must be at least one year old with verified tax and Omanization compliance.

Company Establishment — Other Sectors

Business owners in sectors outside the Vision 2040 target list may qualify for the five-year Golden Residency under identical financial and compliance thresholds. All other conditions — minimum assets, one-year operating history, tax compliance, and Omanization certification — remain consistent.

Government Development Bonds

Purchase Omani government development bonds with a total market value of at least OMR 200,000 and a remaining maturity of not less than two years. Bonds must be registered in the investor's name, confirmed by an official letter from a local bank.

Shares & Financial Securities

Hold company shares or financial securities on the Muscat Stock Exchange with a total market value of not less than OMR 200,000. A portfolio report from Muscat Clearing and Depository Company is required, and applicants must commit to retaining the shareholding for the full residency duration.

Fixed Bank Deposit

Maintain a fixed bank deposit of not less than OMR 200,000 with a local Omani bank. The deposit must carry a minimum tenure of five years, renewable every five years until the end of the residency period. A certified deposit certificate from the bank constitutes primary evidence.

Employment of 50+ Omani Citizens

Business owners and partners in companies that employ a minimum of fifty Omani nationals qualify through their contribution to workforce localisation. Employment must be verified by the Social Protection Fund or Ministry of Labour, with all company partners approving the residency application.
